TSA

The TSA is the independent regulator of affordable housing in England.

They are independent of government. The Secretary of State is able to direct the TSA in relation to certain standards – those affecting rents, the quality of accommodation and tenant engagement.

The Tenant Services Authority was set up as a result of the 2008 Housing and Regeneration Act. The Act increases the TSA’s powers over the regulation of social housing. Here you can find out more about our powers and a timeline for their introduction.

The TSA are currently working to develop a set of standards for the future regulation of the sector. In the meantime, they are continuing to use the regulatory framework whose requirements are set out in the Regulatory Code and Guidance established by the Housing Corporation. Once they have consulted tenants and landlords on their new regulatory framework, they will turn on the extra powers in the 2008 Housing and Regeneration Act that established the TSA.

Getting involved

The TSA have inherited the Housing Corporation’s requirements for housing associations to involve residents in their decision making. By the end of March 2009, all associations that own more than 1,000 homes have to have a resident on any board or committee that’s responsible for delivering a service, and they must assess the impact of doing this.

It was drawn up by the Housing Corporation and the TSA will be updating it in future, once they’ve heard from tenants about what they expect of their landlords.
